Generally, your child should enter kindergarten if they turn 5 before the cut-off date (usually September 1 or December 1, depending on your state, though some states do not have cut-off dates).

California recently implemented a transitional kindergarten class for children who are not age 5 before the cut-off date of December 2. The date is moving up a month each year for the next 3 years (November 1 in 2012, October 1 in 2013, and September 1 in 2014).
Most children start kindergarten when they are 5 years old.

I feel that kindergarten should be academic level appropriate. My son was reading sight words by age 3, writing numbers 1-20 by age 3, but is being made to wait til age 5 to begin Kindergarten. We enrolled him in a pre-school program and he was bored to tears and learned very bad habits and behaviors, and now has a very negative attitude towards school.
